Employers primarily involved in engineering construction are considered ‘in-scope’ of the ECITB’s remit, with those exceeding a certain size legally required to contribute to an industrial training levy.

For the Skills and Needs Survey, ECI employers are asked a series of questions regarding in-demand skills and related training requirements, as well as the location and frequency of required training interventions.

2025 Skills and Needs Survey – Key findings

Training is required by 160 companies located across 262 sites.

Training is needed in 17 regions in Great Britain, predominantly in northern England and Scotland.

98% of employers prefer training at specific locations, while only 2% opt for virtual or hybrid formats.

In-demand skills

In the short term, the most in-demand skills include:

  • Supporting operative.
  • Work access, including PASMA, IPAF and IRATA.
  • Health and safety, such as the CCNSG Safety Passport.
  • Lifting, such as slinging, rigging, moving loads and erecting.
  • Supervisory skills, including SMSTS and SSSTS.
  • ECITB confined space.

Looking at the medium term, the key skills in demand are:

  • Health and safety
  • Project management
  • Leadership and management
  • Commercial and contract awareness
  • Supporting operative

England 

In England, 137 companies require training across 211 specific locations in all regions.

All employers opt for in-person training. The most sought-after skills in the short and medium term are the same as those in-demand across Britain mentioned above.

Wales 

In Wales, there are 15 companies requiring training across 18 locations, primarily in South Wales, particularly in the regions of Pembrokeshire and Swansea Bay.

In addition to the most in-demand skills in the short term mentioned above, there is a need for training in electrical skills. Furthermore, in the medium term, there is need for supervisory skills and work access training.

Scotland 

In Scotland, 37 companies need training, spread across 26 locations in three regions.

The majority are situated in North-East Scotland, particularly around Aberdeen, where the training is most requested.

Each ECI employer has specific location preferences for their training. As well as demand for work access training in the short term, there are medium-term needs for project controls and supervisory training.
