The ECITB has appointed Julia Chippendale as its Director of Funding and Partnerships.
Andrew Hockey, CEO of the ECITB, said:
“I am delighted to welcome Julia to the ECITB senior leadership team. She brings a strong commercial focus and a huge amount of experience in skills development.
“In this brand new role for the ECITB, her key focus will be to secure external funding, grow commercial income and forge new partnerships.
“As an industry, we must do more to attract, develop, qualify and retain our people – and we need to think innovatively and act collaboratively in how we do it. Julia’s role will support us in our bold ambition by maximising opportunities and developing new funding streams as we move into our new strategy from 2026.”

Julia Chippendale's skills development background
Julia has spent most of her career in skills and skills development and brings a great breadth of experience to the role. Most recently, she was the Growth Director at We Are Group.
This private equity-backed tech-for-good business helps reduce digital and financial exclusion by delivering training, advice and guidance services that empower people to live better lives. Julia was responsible for business development and bid functions, which secured funding to grow the business and reach more individuals to ensure no-one is left behind.
She is currently a member of Council at Bishop Grosseteste University. Now more than 160 years old, this historic and inclusive institution in Lincoln offers undergraduate, postgraduate, apprenticeships and work-based foundation degree courses.
She spent five years at Capita in a variety of roles including Market Development Director. Before this, she was Group Development Director at learndirect and Managing Director of the qualifications awarding body, EAL Awards. EAL Awards offers engineering, manufacturing and building services qualifications.
