The Engineering Construction Industry Training Board (ECITB) has opened the tendering process to find a new supplier to provide fraud-resistant card solutions across the ECITB’s CCNSG, LaTS, IHSP and ICE schemes.

The industry-led skills body requires fraud-resistant card solutions, covering both physical and digital cards relating to these programmes:

The supplier will deliver cards, and the means to verify them, that are resistant to forgery and misuse and that allow a card’s validity to be confirmed reliably.

Tenders must include

Prospective suppliers will need to outline how they will achieve the following:

  • Physical security: Physical cards must incorporate security features that make forgery and tampering difficult (for example, holographic or optically variable features, secure materials, or comparable measures).
  • Online verification: A card’s validity must be able to be confirmed in real time through an online check, using a unique identifier held on the card. The solution must integrate with ECITB’s existing online certification checker in Creatio.
  • Secure, dynamic verification: Verification must be through a secure, dynamic method rather than a static printed code that can be copied.
  • Digital cards: A digital version of the card must be available alongside or in place of the physical card.
  • Auditable security: The security features of the solution must be documented, so that the ECITB can evidence the measures in place.
  • Fulfilment: For CCNSG and LaTS cards, the solution must provide flexible and adaptable fulfilment of the physical card, including posting to individual cardholders and the ability to collate and post cards in bulk to an employer. The majority of these cards are issued within the UK, with a small proportion sent overseas. For overseas cards, and for all IHSP and ICE cards, a digital-only card is acceptable.

ECITB card tender timelines

The ECITB is looking to procure a supplier for an initial 2-year agreement running from November 2026 to November 2028 with two optional one-year extensions (maximum four years).

Timelines are:

  • Deadline for enquiries: 18 August 2026
  • Tender submission deadline: 25 August 2026
  • Evaluation/post tender clarifications/moderation: week commencing 24 August 2026
  • Notification of contract award decision: week commencing 9 September 2026
  • Anticipated contract go live date: week commencing 26 November 2026
