Employers primarily involved in engineering construction are considered ‘in-scope’ of the ECITB’s remit, with those exceeding a certain size legally required to contribute to an industrial training levy.

For the Skills and Needs Survey, ECI employers are asked a series of questions regarding in-demand skills and related training requirements, as well as the location and frequency of required training interventions.

2026 Skills and Needs Survey – Key findings

Training is needed in 22 regions in Great Britain, predominantly in northern and southern England, and North East Scotland.

Users can now see the data on two different maps, from regions to counties, council areas and principal areas.

In-demand skills

In the short term, the most in-demand skills include:

  • Health and safety, such as the CCNSG Safety Passport.
  • Project management
  • Supporting operatives, such as abrasive wheels.
  • Lifting, such as slinging, rigging, moving loads and erecting.
  • ECITB working at height

Looking at the medium term, the key skills in demand are:

  • Health and safety
  • Project management
  • Work access, including PASMA, IPAF and IRATA
  • Commercial and contract awareness
  • Lifting

England 

In England, the highest number of training needs are located in Yorkshire and the Humber, followed by the North West and the South West.

Training in project management, work access and commercial awareness is in high demand.

Wales 

In Wales, training needs are mostly located in Dyfed and West Glamorgan.

Leadership and management, commercial awareness and health and safety are among the most in-demand training in these regions.

Scotland 

In Scotland, the vast majority of training needs are in the north-east, primarily in health and safety, leadership and management, and project management.
