International cards in engineering construction
The ECITB works with engineering construction companies and accredited training providers to deliver globally-recognised training and qualifications in key industry skills and health and safety programmes.
We link our global qualifications with locally recognised training programmes and qualifications to ensure that successful learners graduate from one common training programme and assessment process with qualifications that are valid across international markets.

International Health & Safety Passport (IHSP)
The ECITB International Health & Safety Passport (IHSP) scheme ensures that site workers possess a recognised level of health and safety knowledge and awareness. Successful candidates are issued a photographic passport which demonstrates their ability to work on engineering construction sites worldwide.
The benefits of the ECITB International Health & Safety Passport include:
- Enhanced health and safety awareness
- Helps to reduce accidents on sites
- Suitable for all members of the workforce
- Internationally recognised passports that are transferrable between countries
- Renewed every three years to maintain IHSP holders knowledge and understanding
- Quality assured by the ECITB
The IHSP is recognised by the following sectors:
- oil & gas
- power
- renewable energy
- nuclear
- chemical
- pharmaceutical
- food
- shipbuilding and all other construction projects including new build and transportation networks.
IHSP training is currently delivered in the following countries:
Australia
Azerbaijan
Bahrain
Brunei
Indonesia
Kuwait
Malaysia
Oman
Philippines
Qatar
Saudi Arabia
Singapore
South Korea
Tanzania
Thailand
UAE
Only ECITB approved centres can deliver the IHSP courses and regular audits are conducted to ensure the quality of delivery is of the highest standard. The courses are interactive and can be delivered in the language of your choice. The content can be localised to reflect the country or region where the workforce will operate.

International Competence: Engineering Construction (ICE)
The ECITB’s ICE Card scheme is the international equivalent of the ACE Card scheme. The ICE Card allows employers to check the skills and job knowledge of their workforce. Holding an ICE Card helps employees demonstrate their ability to carry out their work to the required level of competence. An ICE Card is issued after an individual shows they have the knowledge, skills and proficiency to perform their role through an ‘on job’ assessment.
ICE Level 1 Jobs that involve a range of tasks, most of which fall into a set pattern and do not change.
ICE Level 2 Jobs that involve a range of varied activities, in a variety of contexts. Some of the activities will be complex, and the person will have some individual responsibility or autonomy. The job may also involve collaboration with others, perhaps through membership of a work group or team.
ICE Level 3 Jobs that involve a broad range of activities in a variety of contexts, most of which are complex and non-routine. The person will usually be working with considerable responsibility and autonomy, and may have control or guidance of others.
ICE Level 4 Jobs that involve a broad range of complex, technical or professional work activities. The person will be required to perform the tasks in a wide variety of contexts and with a substantial degree of personal responsibility and autonomy. The person will often be responsible for the work of others and for allocating resources.
