2007 Contractor Community Joint Project

IFF Research and the Warwick Institute for Employment Research (IER) were commissioned in 2007 to undertake a study of the Workforce, Skills and Training Issues in the Contracting Community. It is a Skills for Business Network joint project that involved a collaborative partnership between ECITB, Cogent and Semta.

This report describes the problems facing the Contracting Community and develops some new tools to help anticipate the scale and pattern of future skill requirements. It highlights some of the key drivers of business demand, reviews previous research and assesses the availability of relevant data, before considering the implications of labour demand and the demand for skills.

The research is supported by interviews with a number of key members of the Contractor Community, including clients and contractors. Both clients and contractors share the view that demand for labour is at a recent high and likely to increase, but the supply of suitably skilled labour is problematic. The employment scenarios offered to explore potential outcomes of the predicted skills gaps and shortages are based upon a previous IER study and the "Bridging the Skills Gap" analysis published by the ECITB.
